OVERVIEW

The Director HRM & R is responsible in departmental development, Human Resource Information Systems (HRIS), employee relations, training and development, benefits compensation, organizational development, and employment. The Director is responsible for all or part of these areas; staff logistics; organizational and space planning performance management and improvement systems organizational development compliance to regulatory concerns and reporting employee orientation, development, and training policy development and documentation employee safety, welfare, wellness and health(medical facilities).

Ascertain human resource requirements for various Academic and Non Academic Departments, and ensuring the timely advertisement and filling of vacancy. Provides support, guidance and training to personnel staff as required: Participates in the review of training needs of staff making appropriate proposals to meet identified needs: Represent the University individually or as part of a team in meetings with the State/ Central Government and other agencies, maintaining harmonious relations and linkage with the State Government & Central Government for developmental activities of the University, create strategic development training and organizational development plan to meet personal, professional, and organizational needs of the employees. The Director directly reports to the Vice Chancellor. He perform such other duties as assigned by the Vice Chancellor.

In addition to the above directorate of HRMR functions as follows:-
Identifies need of faculty and no-teaching positions, plans recruitment and compiles recruitment related documents
Conducts Job Analysis upon request
Identifies Search Committee members with the approval of Hon’ble Vice Chancellor
Notifies candidates for the interviews
Reviews applications of the candidates and provides oversight of the recruitment process
Conducts interviews and recruitments showing good faith efforts to broaden diversity
Ensures accurate and complete recruitment and selection guidelines and procedures
Provides guidance upon request to the AACL-SC to ensure all aspects of the recruitment process are fair and unbiased and incompliance with Affirmative Action and Equal Opportunity laws
Provides diversity profile data, availability

Human Resources Information Systems
Maintenances, integrity and confidentiality of all employee database records and files
Processing all changes to employee records, which impact upon payroll systems
Monitoring transaction requests for consistency with University policies and practices as well as employment related legislation
Processes all verification requests for active employees
Compliance with all external and legal reporting requirements
Facilitation of all internal and management reporting needs
Supporting the development of all human resources


The Directorates maintains a confidential personnel file for each employee. The Directorate notifies Personal Information of Staff or Faculty Members, when any change occurs in their personal status, such as change of name, address, telephone number, marital status, or emergency contact etc.
The employee file and its contents are the property of the University. University is not obligated to provide copies of the files to the employee. Information on work record or employment history will be provided to faculty members/non-teaching staff on a need-to-know basis. University is required to provide job-related information upon receipt of a summons, warrants, or court orders.
Active employees, who wish to review their own files, can contact Director, HRMR. Once faculty members/non-teaching staff have separated from the University, they will not be permitted to review their file.

A. Vision and Mission of the Scheme
Human Resource Development of Sam Higginbottom University of Agriculture, Technology & Sciences remains as one of the most important sector which has to be dynamic so as to cater to the needs of the growing population of the country. The vision of the University is to develop and nurture a technical human resource, which produces skilled manpower of the highest quality, comparable to the very best in the world. Also to meet the complex technological needs of the economy and would provide the nation a comparative advantage in the creation and propagation of innovative technological solutions.

B. Aims and Objective
i. To promote skilled manpower in the field of Agriculture, Technology & Sciences.
ii. To ensure the highest quality output to be comparable to the very best in the world.
iii. To develop human resource for innovative technologies.
iv. To train/create human resource to work on interdisciplinary research programmes with facilities in Agriculture, Technology and Sciences.
v. To train faculty members to develop R & D and Consultancy culture.

D. Quality Improvement Advisory Council (QIAC)
Quality Improvement Advisory Council (QIAC) will work for the smooth functioning of faculty improvement scheme. The constitution of QIAC shall be as under:
• Chairman - Hon’ble Vice Chancellor or his nominee
• Pro Vice Chancellor, Acad. - Member
• Pro Vice Chancellor, Admn. - Member
• Director Staff Welfare - Member Secretary
• Two Professors - Member
• One expert for specific faculty - nominated by the Hon’ble Vice Chancellor

E. Function of the Council
Council shall function as under:
1. Council shall indentify the areas in which human resource is to be trained in order to strengthen academic, research and extension programme of the university.
2. The council shall indentify the Universities / Institutions in India and abroad of academic excellence where the faculty members of the SHUATS are to be trained.
3. On the recommendation of the council and the approval of the Hon’ble Vice Chancellor, Memorandum of Understanding (MoU) shall be signed with the competent authority of the both stake holder.
4. The council shall indentify the potential candidate to pursue higher education at SHUATS / Indian or foreign Universities / Institutions.
5. The council shall direct the indentified candidate to apply through proper channel on the prescribed format.
6. The council shall scrutinize the application and recommend to the Hon’ble Vice Chancellor for approval.
7. The number of the candidate to be sent for higher studies / training shall be approved by the Hon’ble Vice Chancellor.
8. The council shall facilitate candidates for admission and financial support to contact concern Universities / Institutions for admission and financial support (if available).
9. The council shall recommend to the concern Universities / Institutions for admission and financial assistance of the candidate(s).
10. The council shall advise and assist the candidate regarding his / her additional requirement for the admission and financial assistance in foreign Universities / Institutions (Eg. TOEFL, IELTS and GRE).
11. The council shall recommend to the Hon’ble Vice Chancellor for study leave and financial assistance after receiving the admission letter and financial assistance (if provided) of the candidate.
12. The council shall monitor the performance of the candidate during the study period and apprise to the Hon’ble Vice Chancellor regularly.
13. On the approval of the Hon’ble Vice Chancellor the council shall withdraw all the facilities including leave provided to the candidate in case of emergency, poor performance and indiscipline in the host Universities / Institutions.
14. The council shall direct the candidate to report and submit copies of the relevant documents (Certificate / Degree) earned at the host Universities / Institutions.

F. Regulation for pursuing Higher Studies of In-service Candidates of SHUATS
I. Candidate Pursuing Higher Studies at SHUATS
i. On recommendation of the Council, the candidate may be granted permission by Hon’ble Vice Chancellor to pursue higher studies leading to UG, PG and Ph.D. degree.
ii. The permission to pursue higher studies may be granted initially for one year and may be extendable for one, two or three years depending upon the duration of program (Masters program – two years, extendable for one year, Ph.D. program – four years, extendable for one year i.e. total five years).
iii. In case of poor academic, performance and indiscipline, the permission for higher studies may be cancelled.
iv. The candidate may be given full salary during the study period.
v. The candidate indentified shall be given freeship for undertaking UG, PG and Ph. D. program. No university fee shall be charged.
vi. The teaching load to be assigned to candidate pursuing for PG / Ph.D. degree may be as under inorder to complete the degree in minimum prescribed period.
vii. During Course Work - 4 contact hours
viii. During research Work and compilation of research report - 8 Contact Hours
ix. The candidate has to be present in the concern Department during university working hour in order to complete the degree within prescribed duration. .
x. In case, candidate fail to earn degree in minimum prescribed period, he / she may be given special permission.
xi. In case candidate successfully complete the course work and submit his / her thesis, he / she may be given full salary (as the case may be) and teaching load as per the University norms.

II. Candidate Pursuing Higher Studies in other Indian / Foreign Universities / Institutes
i. On recommendation of the Council, the candidate may be granted permission by Hon’ble Vice Chancellor to pursue higher studies leading to PG and Ph. D. degree.
ii. Study leave may grant to those candidate who has completed 2/3 years of regular service at SHUATS.
iii. In special cases where specialized degree is required for ongoing teaching and research programme of the University, he / she may be granted permission for higher studies after competition of probation period.
iv. Study leave may be granted for two years for PG, 4 years for Ph.D. and one year for post doctoral programme.
v. The candidate approved by the Hon’ble Vice Chancellor for higher studies in India, may be given study leave with full salary, if he / she is being awarded fellowship / assistant ship from external sources. In case candidate is not awarded fellowship / assistant ship from external sources, he /she may be given study leave with full salary along with programme fee and one time establishment cost.
vi. The candidate approved by the Hon’ble Vice Chancellor for higher studies in foreign Universities / Institutions may be given study leave for the prescribed period of the programme with full salary, program fee, International Travel and additional financial assistance depending upon cost of living. However, the salary paid by the University shall be deducted from the total cost of living paid by the University in the foreign land. In case candidate awarded fellowship / assistant ship by the host institutions or other organizations, he / she may be given study leave with full salary only.
vii. In case, candidate fails to earn degree in minimum prescribed duration, he / she may be given extension on the recommendation of council by the Hon’ble Vice Chancellor.
viii. Study leave shall be counted as service for pension / contributory provident fund, personal promotion provided the teacher joins the university on the expiry of his / her study leave.
ix. Study leave granted to a teacher shall be deemed to be cancelled in case it is not availed within 12 months of its sanction. The teacher may apply again for such leave.
x. A teacher availing himself / herself of study leave shall undertake that he / she shall serve the university for a continuous period of at least five years to be calculated from the date of his / her resuming duty on expiry of the study leave.
xi. After the leave has been sanctioned, the teacher shall, before availing himself / herself of the leave, execute a bond in favor of the university, binding himself / herself for the due fulfillment of the conditions laid down as above which includes the refund of the salary and other expenses incurred on him / her.
xii. The teacher shall submit to the council, six monthly reports of progress in his / her studies from his / her supervisor or the Head of the Institution. This report shall reach the council within one month of the expiry of every six months of the study leave.



CODE OF PROFESSIONAL ETHICS

Teacher and their Responsibilities
Whoever adopts teaching as a professional assumes the obligation to conduct himself / herself in accordance with the ideal of the profession. A teacher is constantly under the scrutiny of his students and the society at large. Therefore, every teacher should see that there is no incompatibility between his precepts and practice. The National ideals of education which have already been set forth and which he / she should seek to inculcate among students must be his / her own ideal.  The profession further requires that the teachers should be calm, patient and communicative by temperament and amiable in disposition.

Teachers should:

  • Adhere to a responsible pattern of conduct and demeanor expected of them by the community.
  • Manage their private affairs in a manner consistent with the dignity of the profession.
  • Seek to make professional growth continuous through study and research.
  • Express free and frank opinion by participation at professional meetings, seminars, conferences etc. towards the contribution of knowledge.
  • Maintain active membership of professional organizations and strive to improve education and profession through them.
  • Perform their duties in the form of teaching, tutorial, practical seminar and research work conscientiously and with dedication.
  • Co-operate and assist in carrying out functions relating to the educational responsibilities of the college and the University such as; assisting in appraising applications for admission, advising and counseling students as well as assisting the conduct of university and college examinations, including supervision, invigilation and evaluation.
  • Participate in extension, co-curricular and extra-curricular activities including community service.


Teachers and Colleagues

Teachers should:
  • Treat other members of the profession in the same manner as they themselves wish to be treated.
  • Collaborate with other colleagues as regard to quality of teaching substances and research.
  • Develop quality in the Department / School / College / University.
  • Speak respectfully of other teachers and render assistance for professional betterment.
  • Refrain from lodging unsubstantiated allegations against colleagues to higher authorities.
  • Refrain from allowing consideration of caste, creed, faith, race or sex in their professional.


Teachers and Authorities
Teachers should:
  • Discharge their professional responsibilities according to the existing rules and adhere to procedures and methods consistent with their profession in initiating steps through their own institutional bodies and / or, professional organizations for change of any such rules detrimental to the professional interest.
  • Refrain from undertaking any other employment and commitment including private tuitions and coaching classes which are likely to interfere with their professional responsibilities.
  • Co-operate in the formulation of policies of the institution by accepting various offices and discharge responsibilities which such offices demand.
  • Co-operate with the authorities for the betterment of the institution keeping in view the interest and in conformity with dignity of the profession.
  • Should adhere to the conditions of employment.
  • Give and expect due notice before a change of position is made.
  • Refrain from availing themselves of leave except on unavoidable grounds and as far as practicable with prior intimation, keeping in view their particular responsibility for completion of academic schedule.


Teachers and Non – Teaching Staff

Teacher should:
  • Teachers should treat the non – teaching staff as colleagues and equal partners.
  • Teachers should help in the function of joint staff – committees covering both teachers and the non – teaching staff.


Teachers and Guardians
Teacher should:
Maintain communication with the guardians, their students, send reports of their performance to the guardians whenever necessary and meet the guardians in meetings convened for the purpose for mutual exchange of ideas and for the benefit of the institute.

Teachers and Society
Teachers should:
  • Recognized that education is a public service and strike to keep the public informed of the educational programme which are being provided.
  • Work to improve education in the community and strengthen the community’s morals and intellectual life.
  • Be aware of social problems and take part in such activities as would be conducive to the progress of society and hence the country as a whole.
  • Perform the duties of citizenship, participate in community activities and shoulder responsibilities of public offices.
  • Refrain from taking part in or subscribing to or assisting in any way activities which tend to promote feeling of hatred or enmity among different communities, linguistic groups but actively work for National Integration.

Pay Scale and Service Condition
There shall only three designations in the respect of teachers in University namely;
Assistant Professor: Rs. 15,600 – 39,100 with AGP Rs. 6,000
Associate Professor:  Rs. 37,400 – 67,000 with AGP Rs. 9,000
Professor: Rs. 37,400 – 67,000 with AGP Rs. 10,000                

  • Assistant Professor shall be placed in the Pay Band of Rs. 15600 – 39100 with AGP of Rs. 6,000. Five non-compounded advance increments shall be admissible at the entry level of recruitment as Assistant Professor to persons possessing the degree of Ph.D. awarded in the relevant discipline by the University following the process of admission, registration, course work and external evaluation. M. Phil. or Post-graduate degree in the professional course such as M. Tech/ M.V.Sc /M.D., etc. recognized by the relevant statutory body / council,  holders at the time of recruitment to the post of Assistant Professor shall be entitled to 2 non-compounded advance increments.
  • The selection committee may recommend suitable advance increments for exceptionally outstanding candidates who are to be appointed as Assistant Professor, Associate Professor and Professor.
  • Assistant Professor already in service in the pre-revised scale of Rs. 8,000 – 13,500, shall be placed as Assistant Professors with the AGP of Rs. 6,000.
  • An Assistant Professor with completed service of 4 years, possessing Ph. D Degree in the relevant branch / discipline shall be eligible, for moving up to AGP of Rs. 7,000.
  • Assistant Professors possessing Master’s degree in the relevant branch / discipline as recognized by relevant statutory body / council shall be eligible for the AGP of Rs. 7,000 after completion of 5 years service as Assistant Professor.
  • The upward movement from AGP of Rs. 6000 to AGP of Rs. 7000 for all Assistant Professors shall be subject to their satisfying other conditions as laid down by University under Career Advancement Scheme.
  • The pay of the incumbents to the posts of Assistant Professor (senior scale) (i.e. the pre-revised scale of Rs. 10,000 – 15,200) shall be re-designated as Assistant Professor, and shall be fixed at the appropriate stage in Pay Band of Rs.15600 – 39100 based on their present pay, with AGP of Rs. 7,000.
  • Assistant Professor with completed service of 5 years at the AGP of Rs. 7,000 shall be eligible, subject to other requirements as laid down by University under Career Advancement Scheme to move up to the AGP of Rs. 8,000.
  • Incumbent Assistant Professor (Selection Grade) who have completed 3 years in the pre-revised pay scale of Rs. 12,000 – 18,300 on 1.1.2006 shall be placed in Pay Band of Rs. 37,400 – 67,000 with AGP of Rs. 9,000 and shall be re-designated as Associate Professor.
  • Incumbent Assistant Professor (Selection Grade) who had not completed three years in the pay scale of Rs. 12,000 – 18,300 on 1.1.2006 shall be placed at the appropriate stage in the Pay Band of Rs. 15,600 – 39,100 with AGP of Rs. 8,000 till they complete 3 years of service in the grade of Assistant Professor (Selection Grade), and thereafter shall be placed in the higher Pay Band of Rs. 37,400 – 67,000 with AGP of Rs. 9,000 and accordingly re-designated as Associate Professor. 
  • Assistant Professor (Selection Grade) in service at present shall continue to be designated as Assistant Professor (Selection Grade), as the case may be, until they are placed In the Pay Band of Rs. 37,400 – 67000 with AGP Rs. 9,000 and re-designated as Associate Professor in the manner described in (j) above.
  • Assistant Professor completing 3 years of teaching in the AGP of Rs. 8,000 shall be eligible, subject to meet other conditions, that may be prescribed by University under Career Advancement Scheme as applicable, to move to the Pay Band of Rs. 37,400 – 67,000 with AGP of Rs. 9,000 and to be designated as Associate Professor.
  • Associate Professor completing 3 years of service in the AGP of Rs. 9,000 and possessing a Ph. D. degree in the relevant discipline shall be eligible to be appointed and designated as Professor, subject to other conditions of academic performance as laid down by the University under Career Advancement Scheme. No teacher other than those with a Ph.D. shall be promoted, appointed or designated as Professor. The Pay Band for the post of Professors shall be Rs.37,400 – 67,000 with AGP of Rs. 10,000.
  • Ten percent of the posts of Professors in a University under Career Advancement Scheme shall be in the higher AGP of Rs. 12,000. However, teachers appointed to the posts shall continue to be designated as Professor. Eligibility for appointment as a Professor in the higher Academic Grade Pay shall be as may be laid down by the University under Career Advancement Scheme, and such eligibility conditions shall, inter alia, include publications in peer reviewed/ refereed Research Journals, and the requirement of at least 10 years of teaching as  Professor and post-doctoral work of a high standard. No person shall be appointed directly as Professor in the AGP of Rs. 12000 shall be fixed at a stage less than Rs. 48000 along with the AGP.
  • Teachers who complete their Ph. D. Degree while in service shall be entitled to 3 non-compounded increments if such Ph. D. is in the relevant discipline.
  • Teachers who acquire M. Phil / M. Tech / M.V.Sc / M.D., etc degree recognized by the relevant Statutory Body/Council, while in service, shall be entitled to one advance increment.
  • Notwithstanding anything in the foregoing clauses, those who have already availed the benefits of advance increments for possessing Ph. D. / M. Phil / M. Tech / M.V.Sc / M.D., etc at the entry level under the earlier scheme shall not be entitled to the benefit of advance increments under this Scheme.
  • The Assistant Professor with AGP of Rs. 6000  who has completed 13 years of service with Ph. D. may apply for promotion to Associate Professor subject to his / her fulfillment of conditions laid down under Career Advancement Scheme for promotion from AGP 6,000 to 7,000, 7,000 to 8,000 and 8,000 to 9,000.
  • The Assistant Professor with AGP of Rs. 6,000 who has completed 9 years of service with Ph. D. or 10 years of service with M. Phil / PG Degree may apply for promotion to Assistant Professor of AGP Rs. 8,000 subject to his fulfillment of conditions laid down under Career Advancement Scheme for promotion from AGP 6,000 to 7,000 and 7,000 to 8,000.
  • The Assistant Professor with AGP of Rs. 7000  who has completed 8 years of service with Ph. D. may apply for promotion to Associate Professor subject to his fulfillment of conditions laid down under Career Advancement Scheme for promotion from AGP 7,000 to 8,000 and 8,000 to 9,000.
  • New promotion policy with new scale shall be applicable to all.

  • BE/B. Tech and ME/M. Tech in relevant branch.
  • First Class or 7.00 out of 10 C.G.P.A. either in BE/B. Tech or ME/M. Tech.

For BCA & MCA Programme:
  • BE/B. Tech and ME/M. Tech in relevant branch with First Class or 7.00 out of 10 C.G.P.A.

  • BE/ B. Tech and MCA with First Class or 7.00 out of 10 C.G.P.A.

Associate Professor (Rs 37,400 – 67,000 + AGP of Rs 9,000)
Minimum Qualification:
  • BE / B. Tech and ME / M. Tech in relevant branch or MCA.
  • First Class or 7.00 out of 10 C.G.P.A. in BE/B. Tech and ME/M. Tech or MCA.
  • Ph. D. or equivalent, in appropriate discipline.
  • Minimum of eight years’ of experience in teaching / research / industry as an Assistant Professor or equivalent position in regular scale, excluding period spent on obtaining the research degree.
  • Published at least five research papers in referred National / International Journal having impact factor of two or above (only Thomson Reuters Index Journals) or having NAAS rating of 4.00 or above in NAAS Journals.
  • Supervised at least ten UG projects and five PG thesis.
  • Attended at least four National / International seminars / conferences / workshop.
  • If experience in industry is considered in place of (v) and (vi) the candidate shall have 8 years active participation record in devising / designing, planning, executing, analyzing, quality control, innovating, training, technical books / research paper publications / IPR / patents, etc. as deemed fit by the expert members of the Selection Committee.
Desirable:
  • Two years post Ph. D. experience
  • Technology developed and adapted / patented
  • Published books in the relevant field
  • PI or Co-PI in one or two sponsored research project funded by outside agenesis / councils / bodies.

Professor (Rs 37,400 – 67,000 + AGP of Rs 10,000)
Minimum Qualification:
  • BE / B. Tech and ME / M. Tech in relevant branch or MCA
  • First Class or 7.00 out of 10 C.G.P.A. either in BE/B. Tech or ME/M. Tech or MCA
  • Ph. D in appropriate discipline
  • Minimum of ten years’ teaching / research / industrial experience of which at least five years should be at the level of Associate Professor or equivalent.
  •          or
  • Minimum of thirteen years’ experience in teaching / research / industry at Assistant Professor level or equivalent. 
  • Published at least ten research papers in referred National / International Journal in which at least five papers shall be in International referred journals with impact index of two or above (only Thomson Reuters Index journals) or having NAAS rating of 4.00 or above.
  • Supervised at least ten PG and five Ph. D. thesis.
  • Attended at least eight National / International seminars / conferences / workshops.        
  • If experience in industry is considered, in place of (v) and (vi) the candidate shall have 10 years active participation record in devising / designing, planning, executing, analyzing, quality control, innovating, training, technical books / research paper publications / IPR / patents, etc. as deemed fit by the expert members of the Selection Committee.

  • First Class or 7.00 out of 10 C.G.P.A. in Master’s Degree in Business Administration or equivalent.
  • NET / SLET in relevant specialization.
Desirable:
  • Two years relevant Experience.
  • Ph. D in relevant field.

Associate Professor (Rs 37,400 – 67,000 + AGP of Rs 9,000)
Minimum Qualification:
  • First Class or 7.00 out of 10 C.G.P.A. in Masters Degree in Business Administration or Equivalent.
  • Ph. D. in appropriate discipline.  
  • Minimum of five years’ experience in teaching / research / industry as an Assistant Professor or equivalent position in regular scale, excluding period spent on obtaining the research degree.
  • Published at least five research papers in referred National / International Journals having impact factor of two or above. (Only Thomson Reuters Index Journals)
  • Supervised at least ten UG projects and five PG thesis.
  • Attended at least four National / International seminars / conferences / workshops.

7. Direct appointment of outstanding faculty (SHUATS POLICY)
As per the vision of the Hon’ble Vice Chancellor Rev. Prof. (Dr.) Rajendra B. Lal, the committee strongly recommends for appointment of the outstanding faculty as Professor, Associate Professor and Assistant Professor on negotiated salary and service conditions in order to attract outstanding academicians / researchers / person from the industry world wide to enhance quality of education and research in core areas at SHUATS. The main responsibility of outstanding faculty will be to teach highly specialized courses, conduct research in specialized core areas, guide the Ph.D. Scholar, train the faculty members in teaching and research, assist the faculty members for preparation and submission of research projects and initiate interdisciplinary research, collaborative academic and research program between SHUATS and foreign universities / institutions. The candidate shall be identified by officials of the University Search Committee.

  • Note:Hon’ble Vice Chancellor on the behalf of the Board of Management, SHUATS, upon the recommendation of the Screening Committee may relax any of the qualifications for promoting Teachers, under the CAS, in the University.

The leave rules as prescribed by SHUATS Shall be applicable to all the staff members and employees of SHUATS.

Right to Leave:
Leave cannot be claimed as a matter of right and when the services of an individual are required by the university the demand for leave of any description may be refused or the staff/employee may be compulsorily recalled from leave by the sanctioning authority.

Earning of Leave:
Leave shall be earned through period spent on duty.

Commencement and Termination of Leave:
Leave ordinarily begins from the date on which leave as such is actually availed of, and ends on the day preceding on which duty is resumed. If duties are relinquished or resumed in the afternoon the leave shall commence or end respectively on the following days.
Weekends or other Gazetted holidays of the university may be prefixed as well as suffixed to leave.
Weekends or other Gazetted holidays of the university falling after the commencement of leave shall be inclusive and be counted as leave.
(Example–I: If leave is availed for ten days, then the weekends/holidays falling within this period shall be inclusive.
Example–II: If leave is availed for 5 days beginning Monday, then the weekends shall not be counted as leave provided the staff reports on the immediate first working day)
Leave must be availed only after sanction except in case of emergencies. Staff and employees are required to inform Department Heads for their outstation movement and contact address during leave period and holidays.

On behalf of SHUATS, the power of granting the leave to the Directors/Officers/Registrar/Pro-V.C.’s of the University will rest with the Vice Chancellor. However, the following mechanism shall work in sanctioning of the leave.

Faculty Dean:
They shall sanction Leave as permitted under these rules to staff within the Faculty.

School Dean:
They shall sanction the casual leave to all the staff including HoDs of the Department.
They shall also recommend the earned leave up to 15 days to their staff including HoDs of the Department to the Faculty Dean.
They will have limited power to sanction duty leave up to 15 days in an academic year (not in one time).
They shall also sanction compensatory leave.
All leave application should preferably be routed through HoDs.

HoDs:
Casual leave up to 3 days (maximum) and earned leave only up to 5 days (minimum) can be granted by the HoDs for the staff/employees working under them. Record of all Earned Leave shall be maintained in the office of the Faculty Dean.

Registrar and All Directors:
Registrar will sanction the casual and earned leave to the supporting staff but the casual leave more than 3 days to the officers working in Registrar office shall be sanctioned by the Vice Chancellor. He can also sanction earned leave to the officers of his department up to 15 days but in consultation with the Vice Chancellor.
Directors will sanction casual leave to the supporting officers/staff of their Directorate.
Earned leave can be sanctioned by them up to 15 days.

Vice Chancellor:
The Vice Chancellor reserves the power to sanction all kinds of leave to the Authorities, Officers and staff of the University.
Earned leave beyond a period of 15 days shall necessarily be forwarded to the Vice Chancellor for sanction.
Medical leave, Maternity leave, Paternity leave, Extraordinary leave, Special leave and Study leave shall be granted subject to the approval of the Vice Chancellor only. Leave shall be of the following categories:-

  • Casual leave
  • Earned leave
  • Medical leave
  • Maternity leave
  • Paternity leave
  • Extraordinary leave
  • Duty leave
  • Special leave
  • Study leave
  • Half-average pay leave
  • Compensatory leave


Casual Leave:
Casual leave shall be on full pay for not more than 7 days in a month or 14 days in a (Academic) calendar year. It may be combined with holidays. This leave cannot be carried over to the next (Academic) calendar year. The Maximum Casual Leave availed in continuation shall be 3 days. CL, however, can neither be prefixed nor suffixed with holidays. Gazette Holidays and Weekends falling within the period of Casual Leave shall not be counted as Leave provided the staff reports on duty on the first university working day (Explanation-1) Saturday and Sunday being weekend days the said period shall not be counted if the staff reports on duty on Monday.
Staff members who are appointed on contract/adhoc basis shall be entitled only for casual leave according to the proportionate service. It will be one day for every month completed service and the maximum of two days casual leave can be availed at a time. They will not be entitled for any other leave except for the university holidays applicable as per university rules. However, after completing two years of service without any break, such adhoc staff/employee shall be entitled for other kinds of leave like other regular appointees in their categories. Medical/ Maternity /Paternity leave are applicable to all teachers/Staff/Employees irrespective of the tenure of service.

Earned Leave:
Staff of the University shall earn leave on full pay in respect of period spent on duty and the Earned Leave admissible to such staff shall be one eleventh of the period spent on duty, provided that when the total of his/her earned leave amounts to one hundred and eighty days he/she shall cease to earn such leave.
i) Earned Leave cannot be combined with any other Leave.
ii) Earned Leave begins on the day on which the staff relinquishes his/her duties and ends on the day preceding the date on which he/she resumes them. All Sundays and University Holidays falling after the first day of commencement of leave (but not immediately preceding the date of joining) shall be counted as leave and be inclusive of the Leave period. In other words holidays falling in between shall be counted as EL. Provided further that the maximum period of earned leave that may be granted at a time shall not be more than 120 days; if he/she has accumulated 180 days of earned leave.
iii) Earned Leave of 31 days can be availed in a calendar year. However, no staff can avail more than 15 days Earned Leave at any given time unless the same is sanctioned by the Vice Chancellor under special circumstances. Earned leave should preferably be taken during semester/annual break on recommendation of HoDs and Deans. iv) Only a Maximum of 50% of Earned Leave can be accumulated in a year.

Medical Leave:
Leave on a medical certificate for staff of the University may be granted not exceeding 12 months in all during his/her entire service. The Leave on medical certificate together with earned leave, if any, shall not exceed eight months at a time. Medical leave shall be given on production of a certificate from such medical authority as the Vice Chancellor may, by general or special order, specify in this behalf and for a period not exceeding that recommended by such medical authority. Medical leave exceeding 30 days in an Academic year shall require approval of the Board of Management (BoM).
Leave on medical certificate will be admissible to a staff/employee subject to a condition that no leave may be granted under this provision unless the authorities competent to sanction leave is satisfied that there is a reasonable probability that the University staff will be fit to return to duty on the expiry of the leave applied for. In case of any doubt the Vice Chancellor may seek the opinion of the Medical Board as approved by him before sanctioning the medical leave exceeding 10 days in case of teacher/staff/ employee. The teacher/staff/employee shall necessarily produce a fitness certificate on the date of joining.

Maternity Leave:
The female staff shall be entitled to 180 days Maternity leave at the time of delivery of child subject to changes made by Board of Management (BoM). This will be in addition to all leave available. In case of miscarriage/abortion, the medical leave up to 4 weeks may be granted.

Paternity Leave:
A male staff/employee shall be granted Paternity leave for a period of 15 days which he can avail within one month following delivery. Such leave shall not be debited against the leave account.

Extraordinary Leave:
Extraordinary Leave shall be without pay. It may be granted for such reasons as the Board of Management (BoM) may deem fit. (For a period not exceeding 3 years initially but may be extended for a period not exceeding 2 years under special circumstances).
i) An employee cannot hold confirm posts at two places, i.e. if a teacher avails extraordinary leave for joining a new job in any other organization/Govt./University; then he/she may be allowed to avail Extraordinary leave up to the time of his/her confirmation and then the leave terminates.
ii) An Employee who holds a permanent post or who being permanent on a lower post has been officiating on a higher post for more than 3 years, shall subject to the concurrence of the BoM (if on Govt. payroll), be entitled to count the period of extraordinary leave sanctioned for under taking higher scientific and technical studies towards his/her increment in the time scale.
iii) Staff/Employee shall not be given increment in his/her pay scale for the period of extraordinary leave when he/she join the university after the leave, unless they produce evidence of professional gains/experience.
iv) The period of extraordinary leave shall be counted for the purpose of the pension and retirement benefits only.
v) The period of the extraordinary leave may not be counted for the personal promotion unless he/she has been working in the same or related fields.

Duty Leave:
Duty leave up to 15 days shall be on full pay for attending meeting of any of the University bodies, seminars/conferences/selection committees for which a staff/employee may have been nominated/deputed on behalf of the University.
Duty leave will also include leave for conducting examinations of any University only deputed by SHUATS.
Under special circumstances, number of days may be increased after obtaining approval of the Vice Chancellor eg. Summer/Winter Schools.
Duty Leave shall also be granted for performing any other duty of the university. However, staff/employee sent by university authorities for performing special task (outstation) shall be considered on duty and not on duty leave.

Special Leave / Deputation: i) The Senate/Board of Management (BoM) may, in special cases decide to send any of its officials/academic staff for special task abroad or to any place in India on such terms and conditions as it considers fit.
ii) The Senate may grant Special Leave to any official or staff of the University for administrative reason under special circumstances.
iii) The Board of Management (BoM)/Vice Chancellor may consider special leave of any nature on merit for any staff.

Notwithstanding anything contained in this rules
i. (a). An employee of the university who is elected, nominated to Parliament or the state Legislature, shall not be required to resign or to take leave from the university for the duration of his/her membership or, except as provided by rules i(a) for attending the meetings of any house or committee thereof.
ii. (b). The Board of Management (BoM) shall fix a minimum number of days during which such employee shall be available in the University for his/her duties.
Provided that where an employee of the University is not so available because of the sessions of parliament or the state Assembly/Legislative Council, he/she shall be treated on duty.
iii. An employee of the university who is Member of Parliament or State Assembly/Legislative Council may, throughout the term of his/her membership hold any administrative or remunerative office in the University provided that such employee shall draw Honorarium/Salary/Remuneration either from the University or from the Parliament/State Legislature. Further, such Employee shall be considered to be on duty whenever he/she has to attend sessions of Parliament or the State Assembly/Legislative Council or is on Deputation. For the purpose of allowances arising out of the travelling of such employee, any such allowance shall not be admissible from the university.
Explanation—The membership of any authority or body of the University shall not be deemed to be an administrative or remunerative office for the purpose of these rules.

Study Leave:
The study leave shall be governed as per the provisions given in the Regulations for Pursuing Higher Education of In- service candidates of SHUATS.
The study leave may be granted up to 5 years at the discretion of the Vice Chancellor/Board of Management (BoM). Further, Extension of study leave/post-doctoral research leave may be granted under the provision of extraordinary leave by the Vice Chancellor/Board of Management (BoM).
Study leave can be allowed not more than once throughout the service period unless otherwise allowed as special case by the Vice Chancellor/Board of Management (BoM).

Half Average Pay Leave: Under extraordinary circumstances the teacher/staff may avail leave on half pay up to one day for every twenty-two days of the period spent on duty.
Provided that such leave could be availed after he/she has completed at least 3 years of confirmed services excluding the period of probation.

Compensatory Leave:
This leave is admissible to the supporting staff’s who has worked during the holidays.
Provided that at a time it should not be sanctioned for more than two days.
Provided that the employee avails this leave during the month he/she was called on duty. Compensatory leave cannot be accumulated.
However, no staff shall be granted compensatory leave in lieu of services rendered during the period of Admission including preparation for the Entrance Examination, declaration of results, Counselling, convocation and Examinations etc.
